Job Description

Job Function: 
Administers human resources policies and procedures that pertain to employee relations.  Responsible for coordinating and directing the Employee Relations programs and functions to assist in the HR Employee relations functions.
1. Description of duties:
1.1 Advice to all levels of management, including among all employees to resolve complex and sensitive employment issues/queries in line with Council procedures, conditions of service, current employment law, and established best practices.
1.2 Provision of support to all levels of management, and employees on specific cases ensuring procedures and best practices are consistently and fairly applied. To include active involvement in investigations, preparation of written reports with clear conclusions and recommendations, and presentation of cases.
1.3 To coach mentor and support managers to improve performance management.
 1.4 To assist and actively support the Council’s Legal Services Employment Team and management in any case ongoing.
1.5 Development and maintenance of strong professional relationships with other HR professionals and senior management to ensure consistent and effective solutions to HR problems
 1.6 Participate and contribute towards the development of constructive working relationships with all levels of management, supporting relevant negotiating mechanisms where established.
 1.7 To establish and develop an in-depth body of ER knowledge, employment law, and best practice advice for HR staff, management, and members – to include providing guidance and training on ER issues. 
1.8 To suggest changes to established HR practice and the streamlining of procedures to allow for improved HR services and outcome-focused solutions for the organization.
1.9 To research, develop, and implement changes to current HR practices and policies that reflect business requirements, Council values, and employment law 
1.10 To develop plans and a caseload management approach to the reduction of sickness absence across the organization and liaise with other areas e.g.: Occupational Health, HR Business Team, and management, to implement action plans ensuring a proactive approach to reduce absence levels.
1.11 To play an active role in providing support, training, guidance, and development of staff in the ER Team – aim to develop a body of knowledge in the team.
3. General Responsibilities 
3.1 To participate in the Council’s contribution to ensuring an effective response to civil and other emergencies using skills/expertise relevant to the functions of the post, and following council emergency procedures. 
3.2 To comply with the Council’s information management-related policies through adherence to the business unit’s documented procedure and processes. To report to the business unit manager any instances of non-compliance with business unit procedures.  To report any errors, omissions, or inadequacies in business unit procedures.

Job Specifications:
    College graduate of any related courses or equivalent to 6 months experience in clerical/staff position. Preferably a BS Psychology graduate.
    At least 2 years experience in a manufacturing industry or related field of specialization.
    Knowledgeable in computer on Word, Excel, and PowerPoint.
    Professional oral and written communication skills.
